1 1/2 cup sugar
1/2 cup brown sugar
1/4 cup cocoa
1/3 cups flour
1/4 tsp salt
2 tsp vanilla
2 Tbs butter
1 cup water
1 can evaporated milk
Combine dry ingredients completely. Slowly add remaining ingredients in medium sauce pan (metal pan is best) stirring constantly over low to medium heat until thickened. Sauce should be the consistency of evaporated milk. Store in the refrigerator if you have leftovers.
